Ministry of Agriculture and Irrigation Puntland
The Ministry intends to create an enabling environment for Puntlanders and other investors to develop the agricultural sector that will improve the livelihoods of rural households, ensure a reliable supply of quality and affordable food while sustaining the natural environment.
The vision of the Ministry of Agriculture and Irrigation is to create a sustainable, productive and inclusive agricultural sector that contribute significantly to the development of Puntland in terms of food security, poverty alleviation and environmental sustainability. To ensure that agriculture remains a catalyst for economic development and eradication of hunger, the Ministry is implementing strategic initiatives such as organic farming, efficient water resource management, and adopting climate-smart agriculture practices.
To create an enabling environment for a more dynamic and vibrant agricultural sector to ensure sustainable food security for all Puntlanders through innovative climate-smart farming practices, production, processing, packaging and market systems capable of satisfying growing demand for agricultural products meeting international standards.
The Ministry of Agriculture and Irrigation aims to achieve its Strategic Plan (2025-20290 by focusing on the following key objectives:
- Creating an enabling environment that is favourable for the efficient and effective implementation of agricultural activities through strengthened institutional structures (including bringing together small farmers into associations or cooperatives), policies, legal frameworks and human capacity development.
- Ensure food security for the population by promoting sustainable agricultural practices, increasing crop yields, reducing postharvest losses and improving agricultural productivity.
- Support the agricultural development by providing appropriate training and advice to farmers, promoting the use of modern farming techniques and facilitating access to essential resources like seeds, fertilisers and machinery.
- Improve agricultural productivity by building and rehabilitating irrigation systems, promoting efficient water management practices and assisting farmers in adopting modern irrigation techniques.
- Strengthening agricultural research and innovation to improve the resilience of the agricultural sector, increase productivity, and address emerging challenges such as climate change and pests.
- Promote eco-friendly agricultural practices, including land conservation, agroforestry and use of drought-tolerant varieties to protect biodiversity, mitigate the effects of climate change and promote agricultural sustainability.
- Strengthening agricultural value chains by setting standards for agricultural products, improving management, storage and post-harvest processing, promoting market linkages, and supporting agricultural enterprises that can create opportunities for farmers and improve their incomes and livelihoods.
- Encourage the adoption of sustainable farming techniques that mitigate soil erosion, water pollution, and deforestation, thereby ensuring the long-term productivity and ecological balance of the agricultural environment.
- Strengthen agricultural extension services by educating and equipping extension personnel, setting up demonstration farms, and establishing field training centers to provide farmers with timely and relevant information, as well as technical assistance.
- Forge partnerships with other government agencies, non-governmental organizations, research institutions and development partners to leverage resources, expertise, and knowledge, thereby maximizing the potential for success in agricultural development.
- Advocate for an inclusive and fair agricultural industry that cares for the well-being of all members of society, including women and youth working in agriculture, by providing comprehensive training programs and access to agricultural inputs and financial resources.
These fundamental values are expected to be followed by the Ministry, Development Partners, Farmers, Local Governments and other stakeholders in the agriculture sector to guarantee that agricultural practices and technologies are efficient in their use of resources, economically sustainable, competitive, environmentally friendly, and responsive to the needs of society.
